A few things that caught my eye this past week.
A few weeks ago I had a debate on anarchy with James Scott, a writer whose books I find interesting. Robert Ellickson was moderator cum participant. It has now been webbed.I have read two of Scott's books. One, The Art of Not Being Governed, is about the existence of extensive stateless areas in South-east Asia over a very long period of time.
Recent news stories claim that Russia attempted to influence the U.S. election in favor of Donald Trump. How accurate the claim is I don't know. What seems clear is that the reaction of Americans is that doing that is wrong, cheating, meddling in our affairs. That is why, during the election, the story was popular with Trump's opponents.

The Islamic State is likely to be forced out of Mosul and Raqqa. Yet many of the conditions that led to its emergence in the first place still remain. Military force is a necessary, but not sufficient, condition for defeating ISIS. However, the proposal that we partition Iraq along sectarian lines will not solve the problem. It is a dangerous idea that is brought up every time we face an ethnic civil war in the Middle East. Joe Biden endorsed it in 2006. If pursued, it will make Iraq’s problems worse, allow Iran’s influence to grow in Baghdad and exacerbate regional tensions.
It is possible that a decisive breakthrough has been made in the project to build the Turkish Stream pipeline, which is intended to be a key element in the energy security of the Balkans and all of Southeastern Europe. Turkey’s parliament has overwhelmingly ratified the Oct. 10 agreement between Moscow and Ankara to build a gas pipeline, and the relevant document has been signed by Turkish President Recep Tayyip Erdoğan.
