Fifth Circuit Appeals Court Strikes Down ATF ‘Ghost Gun’ Rule

Ghost guns are unregistered and untraceable homemade weapons from a kit with parts that need to be assembled. They are not marked with a serial number. The rule from the agency reworked the definition of a firearm for regulatory purposes to include parts which could be used to make guns.
