I have a recollection from a history class that after World War I, the Treaty of Versailles prohibited the unification of Germany and Austria-- Anschluss. Unification was one of the goals Hitler laid out in Mein Kampf. In 1934 Austria's fascist Chancellor Engelbert Dollfuss was assassinated by pro-Anschluss Austrian Nazis in a failed coup.
