Bell County includes part of Fort Hood, the largest American military base in the world. It's a traditionally Democratic district but Carter, can ultra-conservative Republican, has been in office since 2002. He never deviates from a hardline GOP approach.

The DCCC is counting on an anti-union middle-of-the-road nothing candidate to win the primary and go on to face dull Republican incumbent John Culberson in a suburban Houston district (TX-07) where Hillary unexpectedly beat Señor Trumpanzee 48.5% to 47.1%. Going into that election the PVI was R+13 and Obama had only managed 39% against Romney. Al Gore had only gotten 31%.

His district's PVI had already slipped from a nice safe R+13 in 2015 to a much shakier R+7 this year. Romney had beaten Obama in TX-07 60-39%. Trump didn't fare as well. Hillary actually beat him 48.5% to 47.1%. The DCCC didn't bother running anyone against Culberson last year.
