The manufacturer's literature says the weapons were developed primarily for use against civilians. These 'non-lethal' weapons can be converted to death rays by increasing the power. If martial law is declared, these vehicles will be on our streets.

On July 19th and 20th, The Russian Defense Ministry announced several milestones of progress in its advanced weapons systems programs. These programs were revealed to the world in March of this year, when Russian President Vladimir Putin gave the State of the Russian Federation speech.

By far the greater part of President Putin’s State of the Nation address on 1st March 2018 was devoted to economic issues.  However inevitably it was the part of his address which touched on new weapons systems which attracted the most attention.
