All but two dozen Democrats reluctantly voted for it, allowing it to pass in the face of opposition from 103 rabid right-wing Republicans who were prepared to let Puerto Rico descend into chaos and misery.

Marco Rubio's political base is Miami Dade. In fact, when Trump swept Florida in the primary, Miami-Dade was the only county Rubio won. At least there they seemed to take Rubio's warning seriously that Trump is a dangerous con man unfit to be anywhere near the nuclear button. I only ever had one argument with Keith Ellison. He wanted the Congressional Progressive Caucus to endorse Patrick Murphy when Murphy first ran for Congress against war criminal Allen West in 2012.
