Eric Draitser of StopImperialism.org provides his commentary (Jan. 7, 2016) on the news that the US has a document for regime change in Syria through political transition by 2017. Draitser explains that the US has been pursuing the same agenda since 2011, but that Russia, Iran, and Hezbollah engagement in the war has forced the White House to abandon the regime change by force, so now they pursue regime change by negotiation. He also adds that the document is meaningless considering the next US President will take office and likely escalate the war in Syria.
