Newsom is using the mass vaccination of the Latino community as a condition for reopening the state to coerce the group into taking the vaccine. State Health and Human Services Director Dr. Mark Ghaly also tied the vaccine and said that once the shots are in the arms, the state can reopen businesses and schools.
