In the wake of a series of coordinated attacks, the government of Sri Lanka shut off its residents’ access to social media and online messaging systems. Even if shutdowns are ineffective, they can be tempting for governments that need to be seen taking action. But every time a government uses the tactic, it makes others more likely to follow suit.
