The unrest has since engulfed the entire North Caucasus including Dagestan and Ingushetia where attacks on authorities are a regular occurrence.The Kremlin, whose attention over past months has focused on the Ukraine crisis, is one of the main backers of the Assad regime, providing it with diplomatic and military support in its fight against rebels.

I do not believe this news to be true. Not based on this one report.I do not believe this news to be true because this killing is being claimed by the Peshmerga who are completely in bed with NATO/US/Israel/UKUntil there is more verification of this claim, I am going to say worth noting, but absolutely worth questioning.
I suspect Mr al Shishani is changing assignments. Who knows? Maybe he is heading to Kiev?
