Article 13

The EU passed Article 13 that requires anyone sharing copyrighted content to obtain permission. To protect their platforms from legal trouble, sites such as Facebook and Wikipedia will now be forced to implement “upload filters”.

Article 11 of the law calls for a "link tax". Article 13 threatens memes because the source material is often copyrighted.
