California has the highest poverty rate in the US, based on the cost of housing, food, utilities, and clothing. With 12% of the American population, California is home to about one in four of the nation’s welfare recipients. The welfare state, supported by a massive bureaucracy of 883,000 full-time state and local employees, is incentivized to expand its 'customer' base by bringing in more and more welfare recipients, which includes illegal aliens.
