 It should be noted that this vote follows the Ankara meeting of Erdogan, Putin and Rouhani.The situation in northwest Syria aka Idlib was discussed and addressed by the trio. Still Kuwait, Germany and Belgium felt it necessary to submit a resolution which was countered with a rival draft from China and Russia. Highly suggestive the US and friends don't want a resolution in Idlib.

Many state actors have leveled accusations against Turkey, for which no-one seems to have – at least to public knowledge – been pursued by Turkish Authorities.
