America needs a game-changer. In the inaugural issue of the Journal of American Affairs earlier this year, I argued that a Reagan-style technology driver comparable to the Strategic Defense Initiative is required to restore American supremacy in military as well as dual-use technology. Allies such as Israel and Japan might become part of such an effort.
