This is the Saudi and American way, in international relations. Leadership is shared between the two main aristocracies — the aristocracy of the US, and the aristocracy of Saudi Arabia. Other national aristocracies, such as the aristocracies of UAE, Israel etc. are subordinate to that core alliance. Different allies join in different wars that the core Saudi-American alliance wage.
