Federal Judge Orders Release of Dash Cam Video that Sent Missouri Cop to Prison

A federal judge ordered the release of the dash cam video that sent a Missouri police officer to prison for four years.
The video shows Independence police officer Timothy Runnels walking up to the passenger side of a car driven by seventeen-year-old Bryce Masters, ordering him to roll the window all the way down.
Masters, who was in the drivers seat, had the window rolled down enough to communicate, but Runnels wanted it rolled all the way down.
Runnels then walked around to the drivers side, opened the door and ordered him out.
Masters, the son of a Kansas City police officer, asked Runnels why did he have to step out.
At that point, the cop never once told him why he had pulled him over or why did he want him to step out.
“Am I under arrest?” Masters asked.
“Out. I’m going to pull you out if you don’t come out,” the cop responded.
The cop then threatened to taser him if he did not step out.
“I haven’t done anything, officer,” said Masters.
“Am I under arrest?” the teen repeatedly asked as the cop tried to pull him out.
“All right, fine, fuck it, just get out,” the cop then said, pulling out his taser and pointing it at the teen.
He then fired his taser for more than 20 seconds while dragging the teen out of the car
The cop then grabbed the teen’s smartphone – which was apparently recording – and tossed it aside.
“Aghh,” the teen yelled out in pain as he fell to his knees.
“Told ya,” the cop responded, continuing tasering the teen, even though at no point did the teen ever physically threaten the cop.
“Hands behind your back,” the cop ordered, still deploying the taser.
But by then, the teen was gurgling, unable to respond.
Runnels then handcuffed the teen, picked up his limp body and dragged it out of the frame of the camera and dropped him on his head.
The teen ended up in a coma, but has since awoken from the camera, but has not fully recovered from the traumatic brain injury and probably never will.
Runnels later said he pulled the car over for an outstanding traffic warrant associated with a female, who was not in the car.
He later said he pulled Masters out of the car because he had smelled marijuana, but at not point during the traffic stop, did he ever mention any smell of marijuana.
The video recorded on Masters’ smartphone still has not been released nor has it been addressed at this point. All we know was that the phone was confiscated by Independence police after the incident.
