Illegal aliens will qualify for Medi-Cal, California's version of the federal Medicaid program for people with low incomes. Medi-Cal is already strained by serving 14.6 million Californians, which is more than one third of the state's population. California currently faces a $68 billion deficit in the next fiscal year.
