Was the Tehran jet crash a criminal act?

Early evidence suggests Ukranian Airlines 737 could have been shot down

Ukrainian Airlines flight PS752 crashed after takeoff from Iran’s Imam Khomeini International Airport on Wednesday, killing everyone on board. Information is not yet complete, but if it was shot down by a missile – as some early evidence suggests – Iran should be held accountable.

A Russian Su-25 warplane was shot down over Syria’s Idlib province in northwestern Syria on Saturday. The pilot safely ejected from his plane, but he was killed by militants on the ground.  This report, corroborated by the Russian Defense Ministry and RIA Novosti specifies events this way (translated and edited from Russian):
