Cultural pessimists don’t see much they like at the Paris climate talks. Skepticism at times like these is nearly always justified. At the same time, it may be that Paris was a minute improvement — on some issues — upon the previous gatherings of elected officials, diplomats, corporate hacks, activists, celebrities, and media that constitute these annual circuses. And it’s likely that the angry and energized climate justice movement is primed to pressure the big polluters like never before. No, the glass is not half full.

Following the Vietnam War, US imperial intervention passed through several phases: In the immediate aftermath, the US government faced a humiliating military defeat at the hands of the Vietnamese liberation forces and was under pressure from an American public sick and tired of war.Imperial military interventions, domestic espionage against opponents and usual practice of fomenting coups d’état (regime change) declined.

The world political economy is a mosaic of cross currents: Domestic decay and elite enrichment, new sources for greater profits and deepening political disenchantment, declining living standards for many and extravagant luxury for a few, military losses in some regions with imperial recovery in others. There are claims of a unipolar, a multi-polar and even a non-polar configuration of world power. Where, when, to what extent and under what contingencies do these claims have validity?
